Digital transformation is reshaping human resource management by changing how organizations recruit employees, manage performance, deliver training, communicate workplace policies, and support workforce development. However, the successful implementation of digital human resource (HR) technologies depends not only on technical capabilities but also on the participation and cooperation of stakeholders. Employees, HR professionals, senior management, information technology teams, and technology vendors may have different expectations regarding system functionality, efficiency, privacy, and organizational outcomes. When these interests are not adequately considered, digital HR initiatives may encounter resistance, low adoption, and implementation difficulties. This conceptual paper examines the role of stakeholder engagement in aligning employee needs, management goals, and technological innovation during digital HR transformation. It discusses stakeholder theory, human-centered design, organizational change, communication, employee participation, and ethical technology governance. A conceptual framework is proposed to explain how inclusive engagement, shared objectives, transparent communication, and continuous evaluation can support more effective HR technology implementation. The paper argues that organizations should treat digital HR transformation as a collaborative organizational process rather than a purely technical project. By incorporating stakeholder perspectives throughout planning, implementation, and evaluation, organizations can develop more accessible, trustworthy, and sustainable digital HR systems.
