Cross-Border Legal Complexity in the Regulation of Autonomous Artificial Intelligence Platforms

Abstract

The rapid expansion of autonomous artificial intelligence platforms has transformed the global regulatory landscape by introducing unprecedented legal challenges that transcend national borders. These systems operate across cloud infrastructures, international data pipelines, and multinational governance gaps, making traditional territorial legal frameworks increasingly ineffective. This paper explores the structural, jurisdictional, and normative complexities involved in regulating autonomous AI platforms in a cross-border context. It argues that existing legal doctrines based on territorial sovereignty, conflict-of-law principles, and national regulatory authority are no longer sufficient. The study proposes a multi-layered model of international legal coordination designed to enhance regulatory coherence, accountability, and global risk governance.
